agents wouldn't know whether or not f.b.i. was allowed to track them down. but american laws and the american constitution shouldn't be public, only when government officials think it's convenient. it ought to be public all the time. americans ought to be able to find out what their government thinks those laws mean, and i think it is possible to do that while still ensuring that sensitive information -- information about sources and methods and the operations of the intelligence community are appropriately kept secret. my own view is the executive branch of the united states has so far failed to live up to their promises of greater transparency in this area, greater commitment to ensuring that the public sees how our laws are being interpreted. and as long as there is a gap, mr. president, between the way the government interprets these laws and what the public law says when we're sitting at home and looking it up on your latop, i am going to do everything i can to reduce that gap and to ensure that our citizens, consistent with our national security, have additional informa
